The masterplan covers five sites across 1,000 hectares. Only two are fully operational. Three more are in motion.

Navarino HillsIn development

Year-round integrated resort with wellness, countryside activities, and additional hotel capacity. Two championship golf courses already operational (Olazabal, 2022). TEMES acquiring 100% ownership from co-investor Consiltech — signalling acceleration.

Navarino BluePlanned

Near Kalamata Airport at Rizomylos. 1 km south-facing sandy beach. Multiple themed hotel complexes focused on sports, leisure, and entertainment. Ten minutes from the airport. TEMES's next decade.

ĒNSOFI: €10.5B portfolio

In February 2026, TEMES restructured under ĒNSOFI S.A. — a new parent holding company consolidating Costa Navarino (now Costa Navarino S.A.), The Ilisian in Athens, and developments at The Ellinikon on the Athenian Riviera. Total portfolio footprint: €10.5 billion. The Constantakopoulos family is no longer running a single resort company. They're running a diversified hospitality group with national reach.

Paul Coulson's €250M investment on a 750-acre seafront property with 3.25 km of coastline at Hinitsa Bay. 80 rooms and suites, 30 hotel bungalows, and branded private villas. General manager Ian-Robert Ciappara already appointed. A €64.4M bond was issued to fund the final construction phase — a signal of how close this is to completion.

New for 2026: Jet2 from Edinburgh and London Gatwick, Condor from Hamburg, Wizz Air from Budapest. Munich and Düsseldorf flights now run into November, extending the season.

The 40-year concession is operated by Fraport in partnership with the Copelouzos Group and the Constantakopoulos Group — the owners of Costa Navarino are co-owners of the airport. The terminal is tripling from 3,000 to 9,000 sq.m, with completion ahead of 2028.

Four Seasons Porto Heli opens (110 keys, €250M). The Odyssey tourism effect measurable. Navarino Blue planning advances.

New Kalamata Airport terminal completes (9,000 sq.m, 3x current). Pylos Marina operational. Target: 500,000+ passengers.

THE GAP

Zero boutique hotels in 100 km

Every project in the pipeline above is ultra-luxury. €500+ per night. Branded residences from €2.8M. What doesn't exist anywhere in Messinia is the boutique hotel, the surf lodge, the eco-retreat, the wellness property.

That traveller exists. They land at Kalamata on Jet2 and Wizz Air. They search for surf in Lagouvardos and find basic apartments. They want nature, authenticity, and design — and there's nowhere for them to go.

The first operator to build that property will have no competition within 100 km. On beachfront land with all clearances confirmed, with up to 55% government subsidies.
